The Inter-Tribal Council of California, Inc. (ITCC) is a statewide association of over 50 federally recognized tribes and Tribal organizations. This non-profit 501(c)3 organization was formed in 1968 to enhance the education, health, economic, cultural, and social status of all Native Americans in California. ITCC advocates and implements policies, programs and projects to strengthen sovereignty and improve the health and well-being of our tribal communities.

The Comprehensive Economic Development Strategies (CEDS) Program focuses on the potential for economic development on small tribal government land bases, primarily located in rural, geographically isolated areas. These small tribes are often dependent on surrounding economic trends that affect their ability to move toward greater economic self-sufficiency, improve the capacity of tribal communities to create long term, sustainable economic development enabling the tribe and tribal members to attain economic self-sufficiency during their lifetime through the planning, development and adoption of CEDS.

  • Provide training and technical assistance for up to 10 tribes in the preparation of CEDS plan as evidenced by the adoption of draft CEDS plans by tribal councils.

  • Establish a resources center to provide resource development information: research, data, data collection, statistics, economic development planning information, and development of economic development materials for tribal communities.

  • Provide training and technical assistance in the development of partnership models that result in tribal: local, regional and state levels of diversified revenue generating opportunities benefiting tribal communities.
